Tutorial: After downloading setup.exe, right-click the file and select "Create Shortcut". Right-click the shortcut you created and select Properties. Add -X (space, dash, capital X) to the end of the text in the Target textbox. (eg: "setup.exe" becomes "setup.exe" -X) Click OK. Run the shortcut. (Note that this step is essential because we do not use a setup.ini.sig file.) 
C:\cygwin is recommended. Or D:\cygwin, or....
You can set the local package directory to whatever you like. This is a suggestion.
Pick one, any one (as long as it's not down for maintenance...) :)
Add the packages stored here. ( http://www.cs.ubc.ca/local/software/cygwin )
Note that two download sites are selected now.(You can scroll up to see that the one you selected previously is still selected.) If you have already added this User URL, make sure you CTRL-click to select http://www.cs.ubc.ca. Otherwise, setup will not find the standard packages. 
Selecting X-desktop-icons automatically selects tkgate and all required packages...
The above selection will be around 40MB to download.
And, the above selection will be around 100MB to install.
Set these to your personal preferences...
